    The honest truth is I dont quite understand all the formats but.
    I need a program like vobto mpeg but in reverse so that I can convert mpgs back to vob.
    Or how can I make mpegs into dvd format.

    You need a dvd authoring tool such as TDA, guifordvdauthor or dvdauthorgui... TDA is not free but the other 2 are ... check out the tools section under dvd authoring for these and other apps
