Is this possible? I normally use toast 8 to make PAL DVD for this but there always seems to be a slight pause every second in the movie, any way to make it smooth?

The standard way of converting NTSC film to PAL is simply to speed up the playback of the former. This avoids the trouble you're talking about, at the expense of a ~4% speedup (so pitches are that much higher -- a bit less than a semitone -- and the movies run that much shorter).
