I know how to convert a 25 fps film to 29.97 using tmpgenc by converting the video at 25 fps with 720X480 and using DGPulldown to pull it down to 29.97. I know that DGPulldown can pulldown a 24.975 mpeg, but TMPGEnc won't convert at that frame rate. If I use AVISynth is there some way to convert it so that I can just pull it down and the audio will still be in sync? Or, is there some way to just convert a 24.975 fps XVid to a 25 fps XVid?

If you encode with TMPGEnc at 25 fps it will add one frame every 1000 to bring the frame rate up (no change in running time). Then you can add pulldown flags with DGPulldown. Of course that adds a small jerk every 40 seconds or so.
