  1. I'm trying to rip Heart Breakers (NTSC). On the DVD, the frame rate is 23.97, does that mean it has already been inverse telecined?

  2. Even better. It was never telecined in the first place. Well, it is when you play it on your DVD player, but that is done 'on the fly'. Most movies are on film and thusly are stored on DVD as progressive film. A flag (the region flag?) on the DVD tells the player how to play it.
