I have a tape that I need to capture but it has a vibrating line through it near the bottom and it comes through in the capture.The video is Hi8

it is video noise it is near the bottom but is not overscaned it is about an inch from the bottom and continues throughout the tape,I have tried using a head cleaner to no avail

Most video tapes have this. Just crop it out and expand the video to fill, or just put a black bar over it.
And it IS in the overscan area.ICBM target coordinates:
26° 14' 10.16"N -- 80° 16' 0.91"W -
the position is the problem it is not right at the very bottom it is somewhat up
cropping would really destroy a lot of video that is visable below the line
isn't there a device that gets rid of this? -
SLK001,if this is in the overscan area how come it shows up when I connect the camera to a TV?It still shows up.

Is the tape damaged? I don't recall seing this with Hi8, I have seen this with VHS. In VHS it is caused by a crease that runs horizontal along the tape. Usually caused by a piece of debris that got between the tape and the rollers. If the tape is damaged not much to do to recover that line. Look for software that will let you crop out of the middle of the video and live with the missing part or just live with the line. Or try another player. Is it only one tape or all of them?
