I have Les Visiteurs DVD but it doesn't include subtitles in my language so I downloaded sub file from the internet. The problem is when I load this sub file while playing movie, subtitles are running 12 second later then they should appear. Please I don't have much experience with this kind of problem (to be honest I barely know how to register on forum) so I need someone to fix this file for me. Thanks in advance.

Welcome to the forum! Unfortunately, this is not a place for getting services done - it's a place to learn.
There are plenty of subtitle editors - look under TOOLS left. I suggest Time Adjuster for this task.
Rename your downloaded file to .srt instead of .sub (because it is in fact a .srt subtitle file) first.
Then load it in Time Adjuster, subtract 12 s from the start, save out a new copy in the format you need.
The odd thing is: First subtitle apperas after one second (in the sub file). How can that be 12 seconds too late? Also, first line is 1.000 -> 4.000
second line is
1.250 -> 2.992
That doesn't add up, since the second line overlaps (timewise) the second - I'd say this file is broken.
