Poll: What do you think is the best video quality MPEG-1 encoder for standard compliant VCDs (NOT XVCDs)?

  1. Now, we all know that the best MPEG-1 encoder for XVCDs of any sort is probably TMPGEnc.

    However, things are not quite as clear when it comes to standards compliant VCDs (i.e., 1150 kbit/s CBR MPEG-1) especially when it comes to TMPGEnc and Panasonic...

    Note: this is for standard VCD compliant MPEG-1.

    That is, it is NOT MPEG-2 and NOT XVCD.
