I know nothing about this software package. What you need to do is break this into 2 steps. Your problem is that you are trying to go from the camera to a CD in one step and that's not going to work for sure.
1st step - Get the video transferred to your PC's hard disk.
2nd step - Now that you have the film on your PC, convert it to VCD or DVD, whatever you want, and burn that.
Worry about getting the video on your PC first and then worry about what you need to do to burn it. Your problem may be that it's just not possible to transfer directly from camera to CD and that would make perfect sense to me that this is not allowed.

    2) DV data/footage is HUGE and needs to be compressed to MPEG1(for VCD) or MPEG2 for SVCD or DVD....and 75% of this website is devoted to this subject and has been discussed millions of times.
    3) I googled the software you are using....the website also states almost the same things I have just said in 1 and 2.

DV video will consume about 13 GB by hour, but usually having an external USB2 driver will work just fine.

For capturing your DV video connect you camera using a firewire cable to your PC.

To capture the video use WinDV.

Finally install Panasonic DV codec to be able to open your file.

Another option is to convert DV to MPEG on the fly. Read this post for more details: https://forum.videohelp.com/viewtopic.php?t=324977
