I have some divx files that are 700mb in size, which is a bit much.
I'd like to halve the size of each of the divx files, and change the AC3 sound to 128kbps mp3, which will hopefully not lose a lot of quality in the video.
How do I do this? Cheers
Also, I'd like to do the same with some other files, but they are in mp4 files...

AutoGK to lower bitrate DivX/XviD is the easy solution.
How long are your 700 mb files? (Timewise)

That could work, but beware that halving the file size (=halving the bitrate) essentially means halving the quality. 128 kbps mp3 should be OK, and may gain some sizewise (depending on AC3 bitrate)

I was hoping most of the file size would be reduced by changing AC3 to mp3

Install ffdshow and avisynth if you don't have them. Then make an avs file (just a text file with an avs extension) and type in it DirectShowSource("full directory of file")
Then try opening the avs file in AutoGK. If that doesn't work try regular GordianKnot
