    Is there anyway to make a video from bad quality to good quality

    No. We have a saying - garbage in, garbage out. You can't make video any better than your input. All you can hope for is to not make it worse if you convert it. You can do very minor fixes that some might think results in a somewhat improved picture, but not enough to turn bad into good. Sorry.

    well you can in some cases - depends what you need to fix .... a lot of old film and video is restored (often w/ some very expensive software and hardware)

    Think of it this way:

    "Re-Creating" something (restoring, enhancing) from something bad (and doing it RIGHT) takes just about as much work as "Creating" something from nothing in the first place.

    there is hardware & software with filtering, that will clean up noise and contrast issues on old vhs when converting to digital

    there is very little that can be done to a bad DIGITAL file such as mpeg or avi

  6. If what is bad are just some frames on a non-contiuous basis, you can delete them, and interpolate them. But this is a very tedious process. Also, there are some softwares that claim to correct the digital cubes artifacts, but again, this works only if there is some intrusion; the less, the better. I am not familiar with color correction, so I cannot comment on this procedure, but I know there are sofwares that work with it. In short, you can restore a movie up to a point if it is not very damaged. If it is very damaged, you are pretty much out of luck.
