There is a 'Virtual security recorder" type format that used MS Access to store and retrieve the files.
It's quite old. Try opening one of the files on a computer that has MS Office 2000. -
Try this site: http://www.macepro.com/support/software/ I found them on a search for .vsr. It may be the format of their digital DVRs. If so, it's probably some form of MPEG-4, but may have other data with it. If that player doesn't work, try changing the extension of a copy of the file to .avi and see if Gspot can read it or VLC Media Player can play it. It could also be encrypted, depending on where you got it from.
And welcome to our forums. -
I loaded the software but I haven't been able to get it read the .vsr files as yet.
If anyone has any other suggestions, i'm all ears.
Thanks -

The VSR PC-based time-lapse video security recorder has been introduced by ACI International Inc. of Concord, Ontario, Canada. The Virtual VSR is a video recording system that allows the user to record video camera images for up to eight days onto a two gigabyte hard drive. Users can choose a higher capacity hard drive for longer recording. Features include digital image retrieval scanning and recall by time and date, color images, and live video. It is designed for use with Windows 95 and NT. 800/267-2288

"How to Publish or Share a Full Screen Recording ^top
You have four options for sharing a full screen recording (.VSR file):
1. Send it as an email attachment. (Not recommended for large files 1+ MB)
2. Upload it to your meeting room Document Center.
3. Upload it to your website. The most popular method for providing access to full screen recordings is to upload it to your website.
After you have uploaded a recording (.VSR) file to your website, copy all of the text between the lines below and paste it into your web page next to your recorded file. Click here to see a sample presentation page.
You may copy and paste the text instructions between the lines below into your web page.
Instructions for playing a recorded web meeting:
Step 1 - Right-click the link on this page to download the web meeting recording(s). Select Save Target As to save the file to your desktop. If you have recently installed the free meeting room software, you do not need to download the free player in Step 2, simply double-click the recorded file you have just downloaded.
Step 2 - Click the link below to download the free player, Select Run or Open. /Live_Meeting_Player.exe
Step 3 - When the player opens, you will see a black screen with an Open File window. Locate the web meeting file you have just downloaded in Step 1, and then click Open.
To close the Live Meeting Screen Player, right-click anywhere on your screen, and then select Close/Exit from the menu.
Note: A screen resolution of 1024 x 768 or higher is suggested."
The Step 2 above is a link to playback software "Live_Meetting_Player.exe" is clickable.
In both cases, it appears the file is a movie made from screen capture of the desktop. Maybe a bunch of jpegs. -

This program is what we use for our security camera system and will play the .vsr file . As to converting it to another format. I am looking for that myself. If anyone knows where to find or know of a conversion tool to make .vsr to any other format. ie. avi. mpeg etc.. That would be great.
Thanks
