Free, no menus -> just do as linked with DVD Shrink. If both sources are under 4.37GB (4.7 billion bytes; actual # is a bit higher but I digress), Shrink won't need to shrink anything, alternately you can force it to "no compression".

Not free option -> combine discs with existing menus (while creating a "launch pad" menu to select which "disc" to play), use DVDRemake/Remake Pro. This is my preferred method, especially when considering keeping existing menus. It's well worth the $ IMO. I'm not sure if this is still the case, but VH use to have a deal w/ DimadSoft that got you a discount on Remake if you ordered via affiliate link here.

I find it (Remake) especially useful for backups of commercial discs, in order to prepare for encoding, ie: ripping out useless cr*p like on-play trailers, disabling unneeded buttons, etc - not something you need to worry about with your particular project I'm sure, but that should give you an idea of it's capabilities.

[edit] Yes, still there, it's actually through MackemX Software, linked on the DVD Remake tool page:
    https://www.videohelp.com/tools?tool=DVDReMake_Pro
10% discount on either version - $31.46/$44.96 respectively. There is a demo version, but I don't recall if you can actually export your project in it.

Try one of the guides here (which likely link to Dimad), alternately there's a number of guides @ Dimadsoft itself.

[edit] Had a quick look @ Dimad, heres the guide on merging 2 while keeping menus:
    http://www.dimadsoft.com/dvdremakepro/ht_merge_full.php.

Idiots guide (?) - load 2 projects (each DVD via File -> Import DVD, 2nd disc gets a File -> New Project then Import) -> Tools -> merge DVDs (source 1/disc 1, source 2/disc2) -> Let it do it's quickie job -> File -> Export DVD..Then test once done to make sure it plays as you want before burning.
