Nero currently does not support subtitles. If you want to get subtitles in while still using Nero Vision, you will have to go through a process of (1) demuxing your VOBS (use Rejig or VOBEdit); (2) reauthoring with, say GUIforDVDAuthor; (3) then, if you created a menu with Nero that you would like to keep, you can try IFOUpdater to merge your IFO files. You can find guides for the tools I mentioned on this website.
    Good luck.

You will first have to convert your subtitles to Ulead DVD Workshop format. If your existing subtitles are in a text format, you are in luck. If they are idx/sub, it will require some extra work to OCR them.

Assuming they are text: you need to download Subtitle Workshop. Use it to make sure that your subs are in sync with the video/audio and also to convert them to the Ulead format. You will find Ulead DVD Workshop 2.0 option under Save As... Then you just add them into Ulead just like you did your video. I haven't used Ulead in a while, so I don't remember the process exactly, but I do remember that it was pretty straighforward.

Edit: By the way, Ulead is not the easiest program to work with and it's not cheap. The most painless way I know is to use ConvertXtoDVD. This program is very basic and has very few options, but it's exceptionally easy to use, the quality is pretty decent and it's fast! I've also found it to be nearly bulletproof with very effective error correction. You can create a basic menu with this program. It accepts .srt and idx/sub subtitle formats.
