I'm trying to play DVD9 ( dual layer DVD ) with Power DVD 4.0 XP Deluxe, but always get unsupported format error. But it always works fine with all DVD5. Can I use Power DVD 4.0 XP Deluxe to play DVD9 ( dual layer DVD )? If not, does anyone know any software / patch / hack so that I can play DVD9 ( dual layer DVD )?

Thats a hardware problem, not software. What kind of DVD player do you have? Older drive have problems reading dual layer discs, but a lot of times, a firmware update can fix this problem.
