The jpg Image I have to work with in making a DVD cover is very trapezoid is there any way to stretch this image into a rectangle??

Not sure if there is a more appropriate forum for this question but I thought if anyone would know how to do this it would be you guys.

Photoshop or Paintshop Pro could do it, however it's not going to be pretty. You either expand the narrow end, which will look pixellated blurry, or you make the wide end narrow, which throws out the whole image. Either way it wont be pretty. Cab you post the image to see how bad it is ?
