I recently bought a rather expensive All Region DVD player with a 16mb converter. And though playback is generally superior to my older cheapie unit, instances of frame drop (frame add?) are quite noticeable when playing PAL DVDs. They occur maybe once every 2 minutes or so. Never in the same place.
My TV is a rather old analog unit, and I'm connecting via composite.
Is there anyway to eliminate or decrease this problem?
Will this problem disappear when I get an HDTV?

NTSC/PAL quality differs between chipset and firmware. Some are better, some are worse. I wouldn't expect the TV used to display the video to affect the dvd playback. Playback should be consistent, regardless of the display.
I have the Oppo 971H, and PAL playback is very good (in my opinion anyway). However, I do see what I can only explain as stuttering sometimes, which I've just associated with the PAL conversion. This issue only occurs on some discs though, not all.
