What is a good program that I can use to burn video files like avi , mkv or ogm to watch on my TV and can make my own menus and if the file has more than one audio track and a subtitle track I can put them all in and is relatively easy to use?

ConvertXtoDVD is the only simple tool that comes close to meeting all your requirements. It can handle up to 2 audio tracks, handles mkv and ogm reasonably well, and will allow for multiple titles. Menu design is limited to a still background (no motion, no music) and simple text. You can choose the image and font, and the colours.
If you want better authoring then you can convert with ConvertXtoDVD, then use the VOBs in another authoring tool.
If you need more audio tracks or multiple subtitle tracks then you will have to learn how to make DVDs the long way.Read my blog here.

Use a more sophisticated authoring tool like Ulead DVD Workshop of DVD Lab pro, demux and encode your audio and video tracks separately, and bring them back together in the authoring software. Create menus that allow the use to choose which audio and subtitles to play with the title.
