Do you know which VTS your menu is in? If you do then open the IFO, and did you tick the "menus" part instead of "titles"?

  5. When you play the DVD you see a motion menu? But you can't find it? You know that makes no sense, don't you? A menu is always in a VTS_0X_0.VOB, where X is the number of the VTS. It's often the VTS_01_0.VOB, but not always.

Tick the Menus Domain, and either PGC, VOB ID, or Single Cell. There's the drop-down box showing all the menus.
