I wanted to watch the video that has been encoded with wmv9,
and its in avi format. And what happend is that when ever I move
clip position of windows media player 11, (or I favor to use real player)
the video play like its in fast forwarding, the audio and video plays
in different rate, and it goes back in normal after 10 seconds passed.
Is there any such troubleshoot for situation like this? I also request for
any related bug or errors. thank you

The problem is most likely with the file itself and not the player(s). Most seeking (ff/rw) issues are from corrupt files or files with few/none key frames.

This script should reindex them.
Download, and unzip file below. Copy AVIs into the same folder.
Original files won't be touched.
Make sure there are NO spaces in your file names

If THAT doesn't work, download asfbin and extract to same folder http://www.radioactivepages.com/download/asfbin1.6.0.679.zip
save the following file to the folder and run
reindex_wm9.cmd
