Looking for a bit of help here.
I've searched through the forums, and I think I've searched most topics that I thought would help find answers but I can't seem to find anything.
Every so often, after I've recorded a sporting event etc on my DVD recorder (with HD) I decide to copy it to my PC so I can made a DVD out of it.
When I copy the recorded programme onto the DVD disk, it works fine...when I play it on my PC, it works fine.
When I then import onto my PC, at the bottom of the imported video, there appears a fuzzy line, which appears to be made up of the video clip, but mixed up. Sometimes, the same lines appear on the sides of the imported video.
I generally used Ulead VideoStudio 10 to import, although I have used Windows Movie Maker on ocassions.
Is there something that I'm not doing right there? or is that just what happens when video from TV is imported on the PC?
Any help appreciated.

Such garbage is always present in broadcast video. The TV hides it - see overscan. If you intend your DVD to be played on TV, it's nothing to think of, as it will not be visible on TV. If you intend it for computer playback, you'll have to crop and reencode, which will lower the overall video quality.

I capture VHS video for burning to DVD using my Pinnacle Moviebox USB and Pinnacle Studio 9 (I know there are later versions, but I don't need them.). When I view the video as it is being captured by Pinnacle, there is always a fuzzy/wavy area at the bottom of the frame. This area is never visible when watching the DVD on TV. When I use Nero Vision to encode and burn the file, the same area is visible there. In addition, the bottom half of the Nero preview window is shaded green. None of this shows up when viewing the resultant DVD on TV.
Like Mats said, there is noise that is almost always there. As long as your target device is TV, don't worry about it. If you want it to look better on PC, like Mats said, you will need to do some more transcoding and the result will be less quality. -
You can mask that area for viewing on a computer, basically you apply a black border. Look up overlays up in the help file in Video Studio.
