Depends what you mean by mpeg4.
ASP MPEG-4 in an mp4 container?
lossless AVC in an mp4 container?
MS MPEG-4 in an asf container?
    Xvid/mp3 in an avi container?

I generally avoid editing in any highly compressed video format. If you need to do extensive editing, it can difficult to get clean cuts and pastes. Other formats that are less compressed like HuffyUV or DV are better choices.

But for editng MPEG-4 type files, VirtualDub is always a good place to start.

Apparently the latest virtualdub (1.7.1 ?) can do smart editing of some mpeg-4 formats, whereas the earlier versions were limited to key-frame only edits unless you were happy to re-encode the lot.

No reason why you can't encode I frame only MPEG-4. AVC also allows for lossless encoding where it wouldn't matter.
