I currently use dvd decrypter, fab decrypter, vob blanker and shrink 3.2 to copy dvds, but i cant seem to get a downloaded file into them do i need another program? am new to all this, i have managed to burn the dl file but its quality was awful, and it took 2 discs for a short movie, How can i make this better?

You might try ConvertXtoDVD. It makes the process very easy and handles most downloaded video formats either PAL or NTSC. For freeware there is still DivxToDVD, but it has less features.
You didn't mention the formats of the videos, but Xvid and Divx are common. Watch out for VBR audio, though ConvertX handles it most times. If not you will have audio/video sync problems. If you wanted to do this with individual tools, you would need a MPEG-2 encoder and a authoring program. If the videos were PAL and you need NTSC, then there are other steps needed.

Sorry about the huge picture, was supposed to be small, no idea what happened there!! I have tried a # of different type files, i m just learning so m not sure of all differences yet, but they are mainly .avi I do know the one file was a pal, and yes i need NTSC.
