I've tried converting avi to flv using both Riva and doing a command line conversion with ffmpeg. The output from both was only compatible with Flash 8. Is there some way I can encode flvs that are compatible with Flash 7?

There is this site called Giveaway of the Day. Everyday they have different software for free for one day only. Today they have a program that should do what you want. You will be given a password for the program. I have found some useful tools there.
