Do you mean an image editing program or a JPEG codec for video ala PICVideo MJPEG (which is probably the "best" one but not freeware)?

One tool I'd recommend would be IrfanView. It's primarily for viewing images, but can also do a number of operations on those images, including changing the compression on JPEGs (cropping, rescaling, lowering the color count may also help).

I think what you really mean is an: "Image Optimizer".

Useful for when you have an decent sized image with a needlessly LARGE filesize, like 2MBs. And once optimized it becomes a reasonable 60k.

I came across this on a google search, looks good and free:

I use the Image Resizer, one of the Microsoft Powertoys. You can find it here. It is free and it works - not bad for a M$ product... the link to download it is to the right on the page, you will need to scroll down a bit.

  8. Even the crappy little Paint program that ships with Windows can resize images and save as JPEG.

    Folks, Thanks again.
I ended up using Visualizer Photo Resize (freeware) from
    http://www.snapfiles.com/Freeware/gmm/fwgcomp.html.

No particular reason for selecting it.....
