Meaning 23.973 fps to 29.97fps.
Whats the easiest way of doing this?

TMPGEnc. VCD template. Modify and make it encode to MPEG2, then include "Pulldown" (3:2), set source as "progressive" (aka non-interlaced).
**There are good Pulldown apps (like Neuron's), but IIRC they only work with MPEG2, so you'll have to re-encode anyway. If I'm wrong, then that would be the way to go, as they don't re-encode.
