    How can i convert a 4:3 low resolution to a 16:9 low resolution using TMPGEnc Plus? i don't want to cut any edges

    You can use FitCD as it allows you to resize to 720x480/576 16x9 WS anamorphic DVD format from a variety of different input formats.

    What is your input format and the resolution?

    Please note that the DVD spec only supports 16x9 WS anamorphic if the resolution of the DVD is Full D1. This means 720x480 for NTSC or 720x576 for PAL. A width of 704 is ok (i.e., 704x480 or 704x576). Lower resolutions are supposed to be 4:3 only (although if you add black then you can have any ratio within a 4:3 window).

    my input format is avi 4:3 640x480. I want to use a 352x288 low resolution size. How many pixels are needed to add black borders? I'm using a PAL format

    If you have an AVI that is 640x480 then it most likely is a MPEG-4 file (either DivX or XviD) with a 1:1 square pixel ratio meaning that it is a perfect 4:3 ratio.

    So if you are using TMPGEnc Plus all you have to do is:

    1.) Set the "SOURCE ASPECT RATIO" to 1:1 (VGA)
    2.) Set the "VIDEO ARRANGE METHOD" to Full Screen (keep aspect ratio)

    That is all there is to it.

    However you will have a massive loss of resolution. I suggest you try the PAL HALF D1 resolution which is 352x576 instead of 352x288 although 352x576 will need more bitrate than 352x288 but with the proper bitrate 352x576 will look a hell of a lot better than 352x288 every will.

    In fact since the source resolution is as high as it is you could easily use 720x576 and get excellent quality.

    Please note though that your source is 4:3 and not 16x9 WS so there is no way to make it 16x9 WS unless you either add black borders to the sides (which makes no sense really) or cut off the top and bottom and then resize to fit a 16x9 window (again probably a bad thing in this case). Last but not least as I indicated only FULL D1 resolution [720x480/576 or 704x480/576] supports 16x9 WS encoding.
