is there a tool around here doing this stuff ? I don't want to reencode the video, only the audio.
for example I have a 24fps H264 movie, I want to "patch it" to "25 fps". is it possible ?

try with DVdate : you may change the video framerate with a click. But the audio will probably be out of sync.

Patching it? I'm not sure (other than a hex editor), but you could remux with mp4box/yamb and set a new framerate.

so you mean the framerate is only in the container ? not in the video ? I'm not sure of that.
