When ripping a wav file using AoA Ripper from my Camcorder mini DVD it refers to the sound file as" ???AC3 2ch (0x80)". Even after editing in Audacity I can't seem to get rid of a buzzing effect on my speakers (similar to a blown speaker cone). Can this type of sound file be repaired in any application you guys know of?

I would try a different program to extract the audio to see it that helps. If the audio is AC3 on the DVD, I wouldn't convert it anyway unless you need to edit it.
You could try VirtualDub Mod and the AC3 ACM Decompressor if you want to convert it to WAV. I would use full audio processing to extract to WAV.
There is one program you might try for repair, but it may not help for that, AC3fix GUI and AC3fix. -
