Running a Toshiba Satellite with plenty of cpu and ram. Trying to record from VCR. Tried three different capture devices and software, all give same poor quality audio capture. Choppy, scratchy, very poor quality. Have checked and updated drivers. Have tried resetting hardware acceleration to lower levels. Suggestions?

You mean you tried three different video capture/tv tuner cards or usb, firewire types? I don't think hardware acceleration has any part in this. Suggest that connected the cables from vcr to whatever connection device correctly? Using the composite cables? Having the composite connection setting selected? Connected sound card to you video capture device correctly? Also, adjusting volume levels for the inputs, sound and recording? I myself use ATi TV Wonder Pro Pci TV Tuner and video capture card with ATi software and got fine video and sound recording from vcr. Going to update to latest version now.
