Hi,
Do you know FREE programs that can give a defined amount of bandwitdh for any running applications.
NetLimiter is very good but it's not free (and I can't buy it because it need a visa/mastercard to buy).
I don't need a very full featured program. Just a simple one that allow specifiyng upload and download bandwhidth.
IE: mirc up: 5 ko/Sec down: unlimited
Firefox: down : 50 ko/sec up: unlimited
Emule: 2 ko/sec up down: unlimited
...

Most download programs, such as emule and bit torrent allow you to adjust those settings.
