If your burner supports Double-Layer burning, shell out for
some DVD+R DLs. No compression. Output is the same
    quality as the original.

There is a simple way to tell whether you're going to suffer decreased quality: Compare file sizes. If the source is too big to fit on the target disc by itself, then compression will have to happen first, and that will degrade quality (how much degradation depends on how much compression has to happen). Many movies don't fit on a single-layer disc, so you will have to shell out the $$ for dual-layer media if you want to avoid having to compress those. But if the original already fits on a single-layer disc (a "DVD5" movie), then you can use the less expensive media for those.

What are you starting with ?
Because it does not sound like you are starting with dvd's but maybe avi's (Xvid/DivX) or some other format ?

Excellent point, Noah. Tom and I assumed (When you assume,
you make an ass of you and me) a VIDEO_TS folder from a
    commercial DVD movie.

You're right. It sounds like another kind of source.

Maybe someone with more experience knows better, but my expectations for retaining quality have always been pretty low when transcoding from AVI (MPEG-4 compression) to DVD-Video (MPEG-1/2 compression).
