Why is WinAVI being stupid like this?

I am trying to lower a file size from about 230 to 180 so I am reconverting my .avi using Winavi. When I try to convert it, it doesn't seem to do what I want. It's like it has a mind of its own and ignores all the settings that I chose. My last conversion had an output of 100 so it cut 130. I checked the help thing but it was useless and didn't go into settings too much. Is there something I have to do to make it accept my settings, or am I not putting in the settings in the proper place? Can someone walk me through this program a little?

Use AutoGK or AVi Recomp instead.
