SVCD problem, help!

I am having a slight bit of trouble encoding an Svcd from an Svcd, heres the story:

I have a 4min 20 sec SVCD clip thats 8MB/s (yike), I wanted to reduce the bitrate a little so my DVD player could play it, so I used DVD2AVI to make a new project file, then loaded the project file in TMpeg, Then I copied all the settings (res, etc), and only changed the bitrate, but when I output the file, the finished file looks like its on fast forward, scanning ultra fast through the clip...

Anyone have an idea whats going on?
