What you downloaded is a complete CD image. You can burn it like that to CD. If you just want to view the files and your PC and not use a CD then use ISObuster and follow thi guide:

You can also download and install Daemon Tools and it will let you mount the image as if it was on a disc. To your PC it will appear that a new (virtual) CD-ROM drive exists and your image will be there. You can load the *.DAT files in the MPEGAV folder into any software DVD player or Real Player, Windows Media Player, etc. and watch the VCD if you wish. stantheman1976's suggestion is certainly correct, but you may find it easier to just install Daemon Tools and use it to watch the VCD prior to burning. His method will take more time as you'll have to convert from DAT format to MPG, perhaps up to 10 minutes per DAT file.

VCDGear can get the mpg out of a VCD image IIRC. But basiaclly, it's just a matter of burning the bin to a CD-R, provided you have the corresponding cue too, and pop it onto your DVD player.
