  1. I'm looking for a pretty powerful DVD authoring program. What I want to do is to make a DVD with menus like you would find when viewing a store bought DVD. What I want to do is to make a menu with clips from the MPEG-2 file that I'm going to use for the DVD playing in the background with music. I also want to be able to add an option to view extra clips apart from the movie. Kinda like viewing deleted scenes, etc. Is all of this possible, and if so, what's a good program to use for this?

There are several programs that will do all you want and more. You will find them over in the tools section, along with ratings and comments from users.

None of these will produce professional looking menus for you. They are just tools to assemble all the parts. To produce professional looking menus you will also need a good still image program, a good editing program, possibly a motion graphics programs, talent, time and planning.
