This webcam claims to be able to record 1280 × 1024 video, which is more than enough for 720p high def video. Even though this camera has to be connected to a usb port on a pc, couldn't this be used as a high def camcorder?

Just because it can record in 1280x1024 doesn't mean it's high def quality.
"While the resolutions settings for video are quite high, we were concerned with the LifeCam's ability to capture movement. Image capture at the lower end of the resolution settings is excellent, but move it up to 1024 x 768 and blur will set in, even for minimal movement."
