There are tools to defeat the region coding. A few here: https://www.videohelp.com/tools?s=25#25

You will know if you have the wrong region, your DVD drive will tell you and you won't be able to read the disc. I can't think of a tool to specifically tell you the region setting of a DVD. Software players probably can, if you can open the DVD in the first place. A region map:

This from our GLOSSARY about region coding: https://www.videohelp.com/glossary?R#Region%20Coding

If I put a DVD into my DVD player it just says 'no play'.
I try it on my computer and it does play, but I suspect that the region code is the source of my DVD players complaint. I noticed one DVD I burned was actually PAL and my DVD player is a NTSC player. Where as my PC doesn't seem to care about PAL/NTCS and I suspect the dvd firmware in my computer ignores region codes... So I was looking for a tool to give me that type of info.
I will try these tools... I must have overlooked dvd decryters info section.

    Thank you all.
