    there are lot of services like youtube, video.google.com ... but they offer poor quality b/c of low bitrate and small resolution..
    i have account on fast server and i want to present my videos with bitrate 800-1000 kbps or better (?)
    with better resolution (NTSC/PAL).
    which codec should I use to get the best quality of streaming movie?
    quitime with h264? wmv9? sth else?
    how to convert avi/DV to mov/h264 to achieve the best result?

    You can use,
    Quicktime Pro for streaming quicktime with h264.
    Windows Media Encoder for WMV9.
    Flash Proffesional for flash video with on2 vp6 codec.

    You will get best quality using h264...but I don't know how good quicktime pro is for just that.

    You don't need any ntsc or pal resolution for streaming media. Use same resoloution as the source aspect ratio, like convert 4:3 avi dv to for example 640x480 or 16:9 to 640x360. Use same frame rate as the source also. If the source is interlaced you should also deinterlace if you use resolutions above 320x240, www.100fps.com .

    MP4/H.264 is good, but MP4/AVC is slightly better, as it smooths out videos rendered at streamable, often slightly pixelated, bitrates.
