I've been struggling with converting a VCD with 23.976 fps to DVD.

As noted there, amongst other things I tried SVCD2DVDMPG (the free version), which made no change to the fps. I understand that pulldown doesn't work on MPEG1 -- though DGPulldown did something to it and produced a video that ran at 25% too fast.
I authored with the 23.976 fps m1v, and got a workable DVD, but time display and chapters are way off.
Does any version of SVCD2DVD deal with this more elegantly?
