I recently downloaded an avi and I when I play it in my Windows Media, it looks chauky and grainy and blurred. Is there a tool or process I can run the AVI through to improve the Picture quality of the AVI when viewing.

There's no magical one-click solution that I'm aware of, but there's definitely a number of AVISynth filters that can clear a lot of bad things up with varying success.
You may find success by taking a screengrab to illustrate the problems with the footage ( https://forum.videohelp.com/viewtopic.php?t=271697 might help) and then people should be able to give you some more insightful advice.If in doubt, Google it.
