I have a Sony T30 digital camera which is basically a modern still camera that can also take video clips. Unfortunately, even a 10-second clip seems to be too big for many ISPs. Is there any simple method to reduce these mpeg files to something I can email? My latest one was a 9000kb file and it was rejected. I have an XP machine, with plenty of HDD space, a 1.7G CPU, and a Gig of ram. I downloaded and installed MS Video Maker, but that seems more about making DVDs than compressing 10-20 second mpeg video clips.

Any/all advice will be greatly appreciated.

Assuming you want them in wmv format, WMM or WME will do what you want.
