I have 2 AVI segments that I want to append. Everything is ready- frame rate, size, etc., except for the colours. One AVI is more on the purple/red side and the other, green/yellow. I like the purple/red segment and intend to change the colours of the other to match as closely as possible to it.
I have been using VirtualDubMod and the filter HSV adjust without much success.
Is there a video software that will tell me the precise colour settings of a video file and allows me to reset the colour settings of the another to match it?

There is a nice colour correction plugin for virtualdub called ColorMill that will probably help you out a lot. There is also a rather handy videoscope plugin as well, however I am a fair way from home at the moment, and can't remember the name of it. If you search the forums, especially the restoration forum, for colormill you will will find links to both and discussions on how to use them.
