Im looking for a stand alone TBC. What brands are considered good and im looking at around 100-500 dollars for cost. Any help is appreciated.

Are you looking for actual Timebase Correction (Image quality issues) or Frame Synchronization (A/V Sync issues) or both?

AVT-8710 is good too ($200), but the DataVideo is better.

The DataVideo TBC-3000 is nice because it has built in Proc Amp controls.
What kind of Image Quality Issues?
Which Make/Model of VCR (VHS or SVHS? Does it have an internal TBC?)?

You can also find stuff from old TV studios on eBay nowadays. That's where I bought my Primeimage TBC. Watch out for special power supply needs though (I needed a 48VDC). You can just type in TBC and look under "professional video equipment." You got quality advice from two very knowledgeable members above on those Datavideo models listed. A lot of guys like those...

Minor issues like some snow at the bottom of the screen, or some random jitter id like to get rid of. Im just looking to maximize my DVD quality before throwing the original tape away.

I would not expect an External TBC to eliminate snow.
As for jitter, there is no guarantee that an External TBC will do any better than the TBC/Frame Synchronizer built in to your DVD Recorder.
For example, some Toshiba DVD Recorders do a better job of reducing horizontal jitter than the DataVideo TBCs, so adding a DataVideo TBC can actually make things worse. OTOH, if your DVD Recorder is a JVC or a Lite-On, then a DataVideo TBC may provide some improvement, as some of these Recorders are sensitive to horizontal jitter.Life is better when you focus on the signals instead of the noise. -

Pick up a PANASONIC DMR-ES15S for $230 CAD at The Source

- use this as a pass through device - just stick it between the VHS VCR and your DVD recorder. The TBC and other electronics inside that Panasonic unit will clear up the picture to your liking.
...but if you are still not satisfied with the results, return the unit the following day. -
