Hey,
Encoded this file from TV using PicVideo JPEG codec at 18, using filters "blur more". Record as PAL 352x288. After that used TMPG to encode using VCD PAL template.
System specs-
P3 - 450
256mb SDRAM
40gig 5400RPM HDD
Leadtek WinFast TV 2000 tuner.

I think its not bad.. I was previously using Huffuyv but the quality between Huffuyv and PicVideo isnt very much and Huffuyv is so much bigger heh.

I saw your little sample. I think it's really good, but just a little short and not a lot of motion.

looks OK, but I believe you still have some interlace problems in the picture. If you are capturing PAL, then you are better off disguarding one of the fields for VCD, as they represent a different temporal point. deinterlacing can help, although I find I get better quality to seperate the fields (this conversion turns video into 50fps with half original height), do temporal noise reduction followed by halving the frame rate, resize to VCD.
