Why can't I get this on a 4.7 DVD disk?
Estimated projecj size 4,592.9 MB (98% of 4.700)
My default video biterate is 7.398
When I click Fit to disc, I get a message saying media files to big.

If you actually had 4.7GB discs, you could get it on there.
But what's available for Single-Layer DVD recordables is 4.7GiBi (aka 4.37GB)! Has to do with 1000-base vs. 1024-base nomenclature. Common mistake. In fact, I bet there's a sticky here (<---) in What Is, or Guides, etc. that explains all that.
You'll have to encode it for slightly lower bitrate.
Assuming 7.398 is your COMBINED (A+V) bitrate, it looks like you've got a total of ~82.83 minutes long show.
For that to fit on 4.37GB, you'll need a combined bitrate of:
4.37GB * 1024MB/GB = 4474.88MB
4474.88MB * 8b/B = 35799.04Mb
82.83min * 60sec/min = 4969.8sec
35799.04Mb / 4969.8sec = ~7.20Mb/sec Max A+V

edit: BTW, DVDA's BR/discsize calc seems overly conservative, but also (in the final analysis) seems to be considering the VOB/IFO overhead well, so if it says it's too big, it probably is, whether it says "98%" or not.
