TMPGenc Express can handle (unprotected) VOB files anyway, but if you want to turn a VOBset into a single mpeg in just a couple of minutes get VOB2MPG: https://www.videohelp.com/tools?tool=VOB2MPG

IF you want a simple, powerful VOB-AVI converter try Mpeg Mediator SE: http://www.divxland.org/software.php (near the bottom of the page). This will take a VOBset and output a single AVI.

vob2mpg can extract a/v out of a VOB to mpg without reencoding. Why do you want to reencode?

Well in that case just use the VOB2MPG program to change the VOBs into a single mpeg. There's no encoding involved-point VOB2MPG to your VIDEO_TS folder, choose your output destination and you'll have your mpeg in a couple of minutes. You're probably best changing your VOBs into a single, seamless mpeg anyway- there's less chance of a 'jump' between files that way.

29.97 fps is correct if your TV standard is NTSC (eg USA). For PAL TV it would be 25 fps. There is one thing I would have to say though: unless you have a very good reason for encoding to WMV I really wouldn't bother. DivX or XviD are the more obvious choices if you're converting from mpeg; a lot of stand-alone DVD players now support DivX/XviD playback and you have more control over the encoding process than with WMV. At any rate, you want to try a DivX conversion just to check if you get the same jerkiness in the finished file or not.
