I can't work out the 'frames' format fort chapters in VCDEasy.
H:MM:SS.FFF is what I need to input.
However converting the number of frames to decimal ie x/25 (for PAL) doesn't always seem to get entered correctly - an adjustment is performed on pasting them in.
Is this so that they fit the MPEG sequence correctly, of am I doing something wrong?

I don't use VCDEasy personally, but VCDImager (in the XML file) requires that the times for the entrypoints are in seconds. (i.e., framenumber / 25 for PAL).
The ACTUAL time that will be used for the entrypoint, however, will depend on the nearest available APS (I-frame, GOP header, Sequence header that is aligned to the beginning of a sector). Usually this will be within a 1/4 of a second.
There is nothing you can do about this unless you knew where you wanted entrypoints BEFORE encoding and set up the encoder to insert an I-frame at those specific frames.
If I'm describing a solution that is not to your problem, please elborate on what your problem is.
