Asked this question before but have since forgotten the answer. Comparatively speaking, on TMPGEnc 2.521.58.169 under [Settings] -> Advanced -> Video Arrange Method: there is a pull-down that allows you to select one of the following:
Center
Center (keep aspect ratio)
Center (custom size)
Full Screen
Full Screen (keep aspect ratio)
Full Screen (keep aspect ratio 2)
No Margin (keep aspect ratio)
My question is: Where is this on TMPGEnc Xpress 3.0.4.24?????

The closest to that is in "Filters" - "Resize". The old style settings dialog seems to be missing that function. That can be located from the Set Output screen with the Advanced Settings - "MPEG Output" button.

MPEG output here is just for modification of encoding template, not for resizing.
In Resize filter (it's uncheckable) there are 'full screen' and 'center' modes with an option to directly set the size in pixels in the final encoding. In full screen mode you have to uncheck 'keep AR' (on by default) unless your input is already resized for MPEG. -
