Is it possible to convert the audio portion of a VCD to CD audio, so I can play it on the
CD player in my car? (The VCD contains a music concert, so all I want to do is to be able to listen to the music part of it). Are there any freeware tools to do this? Thanks in adavance for any help!

Virtualdub, open the .dat file from the VCD, audio->full processing and file->save wav. See https://www.videohelp.com/guides.php?searchtext=&tools=&madeby=&formatconversionselect=...or+List+Guides
