Ok I got the divX ultra DVD player and I got the codec6 pro with converter.
I seen at the bottom of the View list instide of the converter that states

"Files with the same resolution and framerate can be combined into a single file accessed by a menu (not available with .vob files). Menus can be enjoyed when played back on PCs or DivX Ultra Certified devices. See www.divx.com/playback for details"
Will since I was backing up all my dvds from .vob to .divx I thought I could get around the hole .vob problem. When I try to converter the new .divx fils(both with the same fps and res) it gives me the option to combined the two, but then after I try to render the divx files it CTD with unknown error#5099 for the first .divx file then unknown error#0 on the second file. The CTD is right from the push of the convert button with a fast rending because of the no change in res or frame rate, which makes me wounder if thats the culprit. Or I wounder if it's because the files are all ready in .divx format and trying to a divx to a divx may cause a problem. All note I'm a noob and all this is only theory.

I just converted two wmv files in to one .divx file with a menu and better results but at a very slow speed for a very small in size video =(

any ideas as to what is with the lack of ability to combine any divx file with another divx file to make a menu, and the 5099 error?

You should also be able to use the actual divx converter from divx.com
